It was very interesting reading about the other countries and how the policetheir communities and the strategies they use.  The firs one that caughtmy attention was in Japan.  The specific portion of community policing Iwant to discuss is the koban and how it is used in policing theneighborhood.  A Koban is a small booth that is located on the corner ofstreets in large cities.  There are three officers assigned to each kobanbut can have only one.  They are responsible for an assigned geographicalarea and they conduct all of the policing duties for that portion of the city. Foot patrols, business checks and other duties are some of the duties theyperform  (Oliver, 2008).

This is successful for the Japanese because of their culture and respect thatthey have for their departments.  Also, the koban literally put the policeright in their neighborhood and they are involved deeply.  Comparing thisto the American process is quite different.  My opoinion is that theAmerican society does not have the respect they have in Japan for the policedepartments.  Another difference is that the community strategy ofpatrolling a neighborhood is not as finite or specific as it is in Japan. Here in America, we have a police station in precints which are larger than thesmall areas the koban process covers.  In the end, the Japan model is moreconnected with the community and they receive more service specific to them intheir program.

In Great Britain community policing developed in a different way.  It cameabout by major clashes with the public and the fact that the police force atthat time had to use extreme force.  In America, community policing isdeveloped and decided on by the local communities and they can decide how it isstructured.  In British organizations the entire country was told how tobuild the community policing structure and it was pretty well laid out forthem.

Another difference from American community policing and British communitypolicing is that they employ a great number of civilian members to thedepartment.  Metropolitan Police of London employs 14,000 civilian staffand 28,000 sworn officers  (Oliver, 2008).  In the states, thedepartments are primarily all sworn officers.

I do not believe the two examples form Japan and Great Britain would work inour community.  First of all, you need sworn officers to handle the crimeand the issues we face here and the point of having all of those local policestations and smaller areas to cover per officer would not work either. There would not be enough funding for this type of program or structure and soit would not work.  The only way I could see them working here is if thepolicing went to a federal level and had funding for the implementation.
