Write a response to the following prompt:

  • What are the characteristics of today’s productivepolice department?
  • Describe how evaluation criteria employed in thetraditional policing model, such as crime rates, clearance rates, andresponse times, have been problematic when applied to the communityoriented policing and problem solving strategy. Provide at least twosolutions to this. Our discussion is first then there response

Marcos:chermerhorn notes that productivity is a “summary measure of the quantity ofwork performance, with resource utilization considered.” These definitionspoint to four general concerns when attempting to measure productivity:efficiency, effectiveness, equity, and accountability (Peak, 2010).

Efficiency refers to performing tasks at lowercosts.  This means that the department must be able to evaluate tasks andhow to perform them at a lower cost, without compromising safety and service.

Effectiveness refers to how well the task isperformed, regardless of cost, as a result of program activities: Were programgoals met? The calculation of measures of effectiveness requires theidentification of goals and goal achievement strategies (Peak, 2010)

Equity refers to the quality of service that everycommunity is receiving.  This means that communities that are in the leastfavorable parts of town are receiving quality service that the nicer parts oftown and vice versa.

Accountability means that officers do not forgetthat they are servants of the public and should not forget that there are otherduties outside of crime fighting that comes with the job.

Productivity measurement is important becausemanagers and supervisors must make judgments about the relative success oftheir subordinates and operational units. This generally entails comparingtheir productivity to some standard. In some cases, officers are compared toone another using averages; in other instances, they are compared to someuniversal departmental or unit standard (Peak, 2010).

A police officers evaluation must be based on his orher performance in all areas of law enforcement.  This will send theindividual officer the message that every area in his or he job is equallyimportant.  If the supervisor concentrates only on certain areas such ascitations or report writing, the officer may feel that he or she mustconcentrate heavily in those two areas and neglect the others. Police managerscan also evaluate their officers by how well they solve problems in thecommunity and not the amount of arrests. An arrest is not always the solutionto every problem.
